Since Brexit, UK traders face significant challenges sending freight to the EU. Key issues include a massive increase in customs declarations and administrative paperwork, new tariffs on goods not meeting complex “rules of origin,” and border delays leading to higher shipping costs and supply chain disruptions. Labour shortages in logistics have exacerbated these problems. The recent ‘Brexit Reset Deal’ aims to alleviate some of these issues, particularly for agri-food products. It seeks to reduce red tape and routine checks on animal and plant products, allowing some previously restricted British foods back into the EU, often in exchange for UK alignment with EU food standards. The deal also addresses steel exports and aims for cooperation on emissions trading and travel, potentially easing border processes for travellers. However, fundamental issues persist because the UK remains outside the EU Customs Union. This means continued requirements for customs declarations, complex rules of origin for most goods, and the absence of a common external tariff, leading to ongoing tariff barriers for non-compliant goods. The UK’s independent trade policy means it cannot benefit from the EU’s existing trade deals, and the potential for regulatory divergence outside the SPS agreement will continue to add complexity for businesses trading across the new customs border.
